Purely a guess based on a few things. The style matches Fordham U's gothic structures and it looks like there's a cello or other stringed instrument in the design. Fordham is pretty famous for its music programs so could this be one of the building at the Rose Hill campus?

This looks like one of the buildings on Southern Boulevard between Hunts Point and Westchester Avenues. There was the Hunts Point Palace and 3 movie theaters on that stretch and this might have been one of those buildings, but I'm not sure.

I have been contemplating this response since it was posted. If I were to accept Fordham University as the probable correct location. THen the building being referred to with a questionable past in the clue would be KEATING HALL and the unquestionable past would be in reference to the building of its tower which everyone is forbidden to climb up into.
