You're only looking at it from today's standpoint. By 1970, the "projects" had lowered their admission standards and were deteriorating. From the point of view of 1970, Co-op was a step up. At one time, project applicants had to prove that they paid rent on time in their previous place, were gainfully employed, were good housekeepers. paid their electric and gas bills. Having children out of wedlock, mental illness, drug use, poor housekeeping, an "irregular work history" or having an arrest record were viewed as "potential problems," and enough potential problems could get applicants disqualified. Little by little, because of political pressure, NYCHA did away with those requirements.
