What a great guess! I thought that was a school building. The more I look at the photo, especially at the very ominous sky above the building, I am starting to think that the oncoming storm could very well be weather related! I know for a fact that in September 1938 there was a major hurricane in the New York/Long Island area and also a great blizzard on December 26, 1947. Perhaps one of those storms could represent the "calm before the storm" hint which describes the entire photo`s impression.
