This is what could happen. The merchandise that gets inside the store is counted.The Accountant or Accounts Payable Department gets the delivery documents and later gets an Invoice to pay. The "shortage" is seen and deduction in payment is made. The seller usually is stuck with the short payment and may accept it in order to keep his good will with the buyer. The "shortage" could have been a wrong count, created by the shipper's crew,or by the carrier. As an Accountant I have been through this.
