In 1969 I had a summer job at the Department of Real Estate in the Municipal Bldg on Chambers & Lafayette Sts. I spent the summer filing property tax appeals with the property assessment cards, and otherwise assisting the 13 Manhattan district assessors.
What I found interesting was the number of inaccessible very small parcels (some measured in inches) between buildings that arose as a result of survey errors. Yet if a developer needed those few square inches he often had to pay dearly.
The property tax grievance process in NY today is far more streamlined. You can download the form on line and file it (with accompanying evidence) with your local Board of Assessment Review. If you get an adverse decision you can appeal to small claims court for a small fee (in my town $30). If you lose there, you can file a "tax cert" claim in state supreme court, but such requires a lawyer and is not for small time homeowners, but for owners of large commercial properties where it makes sense.
