1950s -60s BRONX ENVIRONMENTALLY FRIENDLY OR NOT?

Was there any planning or forethought given to the development of the Bronx which led to what it looked like in the 1940s-1960s. Or was the whole process essentially handed over to the developers in the late 1890s - 1960s to develop individually the Bronx any way they saw fit? Were any neighborhoods developed in an integrated pleasing manner
e.g.
The need for more trees in the neighborhoods, hiding from sight and noise the elevated subways, no runoff of soiled water into the rivers, more integrated architectural planning (The Bronx was a hodgepodge of different looking buildings)
